Discuss the recent Scientific Findings from IPCC Fifth Assessment Report on climate change and examine how much has India progressed in dealing with climate change effects.

The IPCC is the leading international body for the scientific assessment of climate change. the IPCC forms a comprehensive, joint understanding of the most recent scientific, technical and socio-economic information on climate change impacts, adaptation and mitigation.The first IPCC Assessment Report was published in 1990. The 5th Assessment Report was be finalized during the last week of October 2014 in Copenhagen. It’s main content has already been published in three individual parts by working groups (WG I-III).

Working Group I on Climate Change will present the physical science basis;
Working Group II on Climate Change deals with impacts, adaptation and vulnerability; Working Group III deals with assessment for mitigation of Climate Change
Fourth is the Synthesis report which highlights the working group .The key findings are:

-Human influence on the climate system is clear;
-The more we disrupt our climate, the more we risk severe, pervasive and irreversible
impacts; and
- We have the means to limit climate change and build a more prosperous,
sustainable future.

INDIA'S ACTION ON CLIMATE CHANGE

1.Under UNFCCC,India has taken differentiated responsibilities in order to communicate information about the implementation of the Convention

2. National Environment Policy
National Environment Policy, 2006 outlines essential elements of India‟s response to
Climate Change.These, include adherence to principle of common but differentiated responsibility and respective capabilities of different countries, giving chance to India to participate in Clean development mechanism.

3.The National Action Plan on Climate Change (NAPCC)
The plan identifies eight core “national missions” viz. National Solar Mission, National
Mission for Enhanced Energy Efficiency, National Mission on Sustainable Habitat,
National Water Mission, National Mission for Sustaining the Himalayan Ecosystem,
National Mission for a “Green India”, National Mission for Sustainable Agriculture,
National Mission on Strategic Knowledge for Climate Change.

4.Indian Network for Climate Change Assesment Steps have also been taken to increase capacity at the institutional level for conducting research into Climate Change science and making necessary assessments

5.Parliamentary Forum on Global Warming and Climate Change
The Forum was constituted for the first time in 2008 and since then has been
involving parliamentarians to interact with specialists working on Global Warming and
Climate Change.

The world is fast approaching a 'point of no return' beyond which extremelydangerous climate change impacts can become unavoidable. But it is still not too late to change course. Our 'window of opportunity' is now and up until about 2020. Within this time period, we will have to radically change our approach to energy production and consumption.
